This answer choice is grammatically incorrect. A pronoun (in this case, it) refers to a previously mentioned noun. If we wish to refer to a previously mentioned verb, we need to use the phrase to do so or doing so.

What helps us identify this question as a Pronoun question is the following Stop Sign: Any pronoun in the underlined part or after it.

Although this answer choice corrects the original Pronoun error by changing the Pronoun it to doing so in order to properly refer back to the verb consider, it is grammatically incorrect. This answer choice corrects the Pronoun error in the original sentence by replacing it with to do so. It also correctly follows the Subjunctive rule by using the base form of the verb consider after the verb mandate that.

The presence of the pronoun their is required despite the possible ambiguity it entails as to who "their" refers to. Answer choice D is illogical, as replacing their with the means that the actual field which needs to be considered is the field of development in general instead of the researchers' particular field of development.
