I pick D.
Eliminated B C E because 'will' conveys certainty but in this sentence we are talking about 'expectations'.
A uses 'to be' which is not the most likable on GMAT. Eliminate.

Go with B..has its future tense "a trend that will" compared to "a trend ultimately placing"
When we use 'of' it has a great influence on the verb usage. The above example is not relevant because they are in two different patterns, please consider the following example
The majority of the students ....
The majority of the class .....
One of the above is Singular and the other is plural
