the wording is complicated but the principle is simple

First, 45.7-3.9= 41.8
Now we are told that in 46 there were 3.9 and that in 87 there were 45.7, so to find the average anual increase we must include the years that have suffered an increase, and these ones are 47....87 included which give us 87-47+1=41

average=totalsum/total numbers

41.8/41 gives very close to 1.

Change in production of motor vehicles = 45.7 - 3.9 = 41.8 million in 41 years (1987 - 1946)
average increase per year = 41.8/41 = 1 million (apporx.)
