Here anyone(together) is used and it refers to Lattimore and Davies hence they is the correct usage.

can you please explain a bit more with the source of the logic.

anyone refers to both the persons ..it is plural.
A-->correct subject verb agreement .
B-->anyone and he do not agree in subject.
C-->anyone and one do not agree in number .

A is correct .

A is correct

B and D is eliminated as is not possible for Harry Truman to be indicted.
C - they are not the one - is an incorrect phrase in itself, as "they" and "one" do not agree in number.
E is eliminated as it violated the rule of "Concision" - should is used twice, where it could be used just once.

Agree with A. They refers to two people.
