This is because here we are talking about relative speeds not the actual

stat 1 : in one hour 12 miles are covered relative to each other,,

Hence in one minute 12/60 miles = 1/5 miles.. so in 5 minutes 1 mile is covered..
so time when their relative distance is 3 miles and 2 miles can be calculated.. suff

stat 2 : in 16 mins,, the distance increased by 1 mile... suff

There's something I'm being really stupid about or statements 1 and 2 are not giving the same value.

From 1, the relative speed is 12 mph, so travel 1 mile it takes 1/12 hours, or 5 mins. - suff
From 2, the time takes to cover 1/2 mile is 8 minutes, and it's given that the speed is constant, so it takes 16 minutes to cover 1 mile. - suff
