One and one half times = Almost two times .
If criminal organizations have to spend almost twice as much as the national bank , then it will not be profitable for the criminals to counterfeit plastic coins.
Hence, yacob 's objection will be countered and the national bank's plan will be bolstered .
A is answer.

We see that Yacob has reasoned that, although plastic coins can be manufactured for less than the face value of the coins, using plastic coins is not a good idea since it's easy to make counterfeit plastic coins.
