(B) At the beginning of the year, a big raise has been given, not only to the janitors but to the maintenance workers also.

(C) A big raise has not only been given, at the beginning of the year, to the janitors but also to the maintenance workers.

(D) A big raise has not only been given, at the beginning of the year, to the janitors but to the maintenance workers as well.

(E) At the beginning of the year, a big raise was given, not only to the janitors but also to the maintenance workers as well.

The uses of the idiom not only................ but also...... Except E all other options distort the parallelism as well as the tense.

E
"not only...but also" is the correct structure. Only E gets it right.
