Properties at Use:
- Two tangents can be drawn to circle from one point
- Both tangents drawn to a particular circle from one particular point will have equal lengths.
- If all 4 sides of quadrilateral are tangents to a circle then AB + CD = BC + CA
- Two tangents can be drawn to circle from one point
- Both tangents drawn to a particular circle from one particular point will have equal lengths.
- If all 4 sides of quadrilateral are tangents to a circle then AB + CD = BC + CA

Two tangent segments are drawn to one circle from the same external point, then they are equal.
Perimeter of quadrilateral ABCD = a+b+b+c+c+d+d+a = 2(a+b+c+d) = 2(AB+CD) = 2(BC+AD)
Basically our question stem is whether we know AB+CD or BC+AD
Statement 2 gives us the value of one of the above.
