 Green Space (percentage of total area covered by parks or open greenery) 
 Public Transport Rating (1 to 5, with 5 being excellent) 
 Affordability Index (1 to 5, with 5 indicating very affordable)

The table below summarizes the data. In the crime rate column, a lower value indicates a better outcome. For all other columns, higher is better.

I want to understand one thing about these question types -

if the question would have said 'select Yes if one of the listed districts has the best outcome in both characteristics'.

And there were 2 options with similar rankings in both the columns - then would choosing 'Yes' be valid?

Assume 17 is lowest and 34 is the highest

In these question types I have observed that we must give respect to questions. I have also observed that in GMAT the words do not confuse.

If the question says that select Yes If one of the listed districts has best outcome in both characteristics means that we are expected to select Yes if atleast one of the district has best outcome.

Suppose as in your example it says there are two matching the case.
Do one of the listed district has the best outcome? Answer is Yes one of the listed districts has best outcome.

Until and unless it exclusively mentions that exactly one kind of words, we go with the statement.

 Which districts are tied for best in each characteristic 
 Whether exactly one district appears in both top-performing groups

Statement 1: Crime rate and affordability 
 
  Crime rate (lower is better)  → Best =  17  →  Hilltop  
  Affordability (5 is best)  → Districts with 5 =  Northgate, Westpark, Hilltop   
Hilltop is the  only  district that appears in both categories.
 Answer:  Yes

Statement 2: Green space and public transport rating 
 
  Green space (%)  → Highest =  45  →  Greenfield  
  Public transport rating (5 is best)  → Districts with 5 =  Central Heights, Eastmoor, Brookside   
No overlap between top districts in green space and transport.
 Answer:  No

Statement 3: Affordability and public transport rating 
 
  Affordability (5 is best)  → Districts with 5 =  Northgate, Westpark, Hilltop  
  Transport rating (5 is best)  → Districts with 5 =  Central Heights, Eastmoor, Brookside   
No overlap between these two groups.
 Answer:  No
