let assume the costs: let the cost of B be 100.

A = 80
B = 100
C = 60
D = 42

So, D is the correct answer.

A = .8B
C = .75A
D = .7C

What % of B is D

D = .7C = .7(.75A) = .525A
D = .525A
D = .525 * .8B
D = .42 * 100 = 42%

B = x
A = 0.8x
C=0.75*0.8x=0.6x
D=0.7*0.6x = 0.42x
