Question: Number of Democratic Men = ?

Total votes = 50

Statement 1: 50% of Men voted for democratic candidate

Since we do NOT know how many of those 50 people were men so we can determine teh required output hence

NOT SUFFICIENT

Statement 2: Twenty-five people in the group voted for the Democratic candidate

Men+Women votes for democratic candidate = 25
But we don't know how many of these votes came from Men hence

NOT SUFFICIENT

COmbining the statements

Number of men is still unknown hence Men voters of Democratic candidate can NOT be determined

NOT SUFFICIENT

Answer: Option E
