IMO, (2).
// ism is an issue here.

Compare:
1) A group of students believe(s) that the park needs not to be redesigned but (needs not) to be returned
to its former condition.

2) A group of students believe(s) that the park needs to not be redesigned but (needs) to be returned
to its former condition.

Students want the park to be returned to its former condition! ( 2) is a winner, I guess.
GROUP + sing/plural - both are grammatically correct.

'a group' is singular, 'the group' - plural, so B,D - Out
Among A,C,E the first is the most parralel and grammatical correct

UMB, how can be 2) (B) a winner, if it contains 'believe' and 'to its condition' in the one sentence?

" to its condition" is about PARK not about GROUP. I still belive that B is a winner.

I think the first sounds better, the second awkward.

Group is collective noun and requires "believes" and 2,4,5 are out.

Among 1 and 3, 1 is best as 3 violates parallelism.

I am agree with A....because of A group so B, D and E are out and in A and C, A is the best cause of S/V and ||ism. However I am bit confused in A group of students who have begun, if A group is singular then why have and why not has?
