YOu need socialize to make the verb parallel to the verb learn. Eliminate A,B.

THE sentence is in the present tense, you need not to switch to past tense ( developed, have developed) and ,moreover, it changes the meaning and losses parallelism. USe simple tenses whenever required. Eliminate C,D

The simplest approach is to remember the principle of condition structure IF. IF + simple present, THEN + simple present/future. Only choice E matches non-underlined part.

Bold portion make option A wrong.

Option E unambiguously remove these issues.
