A- Grew by and increase -> Redundant. On top of that numbers of children is incorrect.
B - numbers of children is incorrect
C - Children with autism were raised? Illogical meaning in the context of this sentence.
D - Correct Answer.
E - number of children was raised? Illogical meaning and 'more than' already states an increase, so another 'increase' later is unnecessary.

E.g.
The number of players has increased.
A number of players have left the club.

B. numbers of children with autism grew by more than 27 percent
C. numbers of children with autism were raised by more than 27 percent
D. number of children with autism increased by more than 27 percent
E. number of children with autism was raised by more than a 27 percent increase

"Number" has to been singular in this sentence, I can't really explain why though. However, it should be clear to everyone I think. This leaves answer choices D) and E).
E) with it's passive form sounds like someone had actively raised that number, which isn't a correct way to talk about a statistical figure.

D) just fits and is the correct answer.

B. numbers of children with autism grew by more than 27 percent (Same as A)
C. numbers of children with autism were raised by more than 27 percent (Same as A)
D. number of children with autism increased by more than 27 percent (Correct)
E. number of children with autism was raised by more than a 27 percent increase (Passive form)
