E.g.
The number of players has increased.

A study by the Department of Health states that the numbers of children with autism grew by more than a 27 percent increase from 1990 to 2000.

A. numbers of children with autism grew by more than a 27 percent increase
B. numbers of children with autism grew by more than 27 percent
C. numbers of children with autism were raised by more than 27 percent
D. number of children with autism increased by more than 27 percent
E. number of children with autism was raised by more than a 27 percent increase

"Number" has to been singular in this sentence, I can't really explain why though. However, it should be clear to everyone I think. This leaves answer choices D) and E).
E) with it's passive form sounds like someone had actively raised that number, which isn't a correct way to talk about a statistical figure.

D) just fits and is the correct answer.

E. number of children with autism was raised by more than a 27 percent increase (Passive form)
