x - regular speed. t - minutes, time at which the train passes the route at its regular speed. S - the route. a - a part of the route before accident when the speed fell to 4/7x.
We have system of equations:
a/x + (S-a)/(4/7x) = t+36
(a+30)/x + (S-a-30)/(4/7x) = t+21
Hence, x = 1,5 km/minute, or 90 kmph. The answer is C. I hope I am not mistaken.

36 min - 21 min = 15 min

1/4 hour is the difference between the two speeds for 30 km

1/4 = 30*7/4s - 30/s

s = 90 kmph
