Let's solve this question by Multiplication factor (MF)
Let the total quantity be x
9L is withdrawn so MF = x-9/x
Milk(initial) * MF = Milk(final)
(9% of x) * (x-9/x) = 6% of x
9 * (x-9/x) = 6
x = 27
Hence, B
