This question works on two concepts : Parallelism and Redundancy.

Let's go step by step.
First : yearly and annually are same and hence redundant. Eliminate A and B
Second : Since we have an idiom : (not only.. but also) check for parallelism. Eliminate C and D

Answer is E.
