The two choices differ by a single word. Play close attention to the words "Children's" and " Childrens' " :-)

Only one of the two is a possessive noun.

childrens(wrong)

Now, Possessive of children---children's

(C) establishing a fund for the children’s future education---correct,as mentioned above

(D) establishing a fund for the childrens’ future education---wrong

"children" is already plural, so childrens' doesn't make any sense.
The correct possessive will be "children's"
