why is the answer for this question a and not b?


Hi..
The Q is asking specifically to the stand of residents. So the answer has to be something related to the residents.
So when these residents are asked for incinerator in general, they agree but when they are asked for permission of building one at their area, they object as it would severely effect their health.
So A is correct.

B tells us that price will be high and recovered from all of them, then either they disagree on both occasions as it will effect them even if it is built anywhere or they would agree on both occasions

the objection is from the community where it is proposed to build..
If it is at only small concentrated areas, why do those where it is proposed to build object..

Because if it is built anywhere else it will not effect them as they will be far off so every community wants that it is built but at a site away from them and NOT at their location as they will be in that CONCENTRATED zone.

1) All of the residents approve of requiring hazardous waste being burned in modern high-temp incinerators.
2) Waste disposal companies encounter resistance to applications for building permits from these same residents

The answer needs to explain this paradox.

(A) High-temperature incineration minimizes the overall risk to the human population of the country from the wastes being disposed of, but it concentrates the remaining risk in a small number of incineration sites.
So the incineration process minimizes overall risk to humans, but it concentrates the remaining risk in a small number of incineration sites. This would help explain why the residents approve of the process, but don't want it in their community. Let's hold on to answer A.

(B) High-temperature incineration is more expensive than any of the available alternatives would be and the higher costs would be recovered through higher product prices.
This brings up a good point about products being more expensive if these incinerators are built and utilized. However, the prompt doesn't discuss price of goods as being a concern and if the residents approve of building the incinerators, surely they approve of the cost increases to their products. This is irrelevant.

(C) High-temperature incineration will be carried out by private companies rather than by a government agency so that the government will not be required to police itself.
This answer choice is irrelevant. We don't care who carries out he incineration process.

(D) The toxin fumes generated within a high-temperature incinerator can be further treated so that all toxic residues from a properly operating incinerator are solids.
This answer choice is irrelevant.

(E) The substantial cost of high-temperature incineration can be partially offset by revenue from sales of electric energy generated as a by-product of incineration.
This answer choice is irrelevant. The premise doesn't discuss cost as being an issue.

The correct answer is A.
