First of all - congratulations on making it to two top schools!
Considering you want to get into tech/tech consulting and you are from India, I am assuming you are currently working in tech consulting. Let me try and give you some very Indian answers here.
Brand - Both are not well recognised globally but MBB hire from Rotman, as per the employment report. McK does hire at Manchester but only for Latin Americans. Bain and BCG do not hire from Manchester. MBB hiring at an institution is usually a good indicator of the institution's worthiness as MBBs usually need to 'sell' their consultants to the clients and clients look for brand names on consultants' CV. Hence, Rotman stronger brand in Canada than Manchester in UK. Back in India, both the brands are not well recognised.
Living Expenses - Rotman is 2 year MBA. Manchester is 18 months max. Manchester works out cheaper for living expenses. (I'd suggest you look at the overall expenses. You may want to consider any scholarships that you may have got.)
Job Market - Tech Consulting isn't big in both Canada and UK. Having said that, UK is slightly better placed with the job market for tech imo. UK is also doubling down on developing the STEM culture.
Overall - If I were in your shoes, none of the above points would really matter more than the geography I'd want to work in and settle down in post the MBA. With Canada, you get easy PR and citizenship and you can also bring your parents I think. With UK, things are improving and although it may take longer to get PR and citizenship, but bringing your parents isn't possible. Other than the main point mentioned above, UK is culturally more similar to India(sports, curry houses) and closer as well with many direct flights daily. UK also has much milder weather, if that matters to you. Rotman though, is a stronger brand in Canada.
