Yes, the critics’ belief itself is an opinion. But the first boldface is presented by the author as a fact about that opinion: many critics did dismiss the rumors and cited the undertaking as the obstacle.

So (B) is calling the reported circumstance a “fact,” not claiming that the critics’ judgment about the obstacle was objectively true. That distinction is why (B) works.
