None of the answer choices is viable.
In the OA, the red portion is missing a subject, as follows:
Larson Pass is so difficult to navigate that IT is considered a safety hazard.
What is the source of this SC?

I feel like there is an "it" missing in answer choice A.

Can someone please elaborate?

May I ask you why C is wrong? I ended up choosing C over A, because A was missing "it" and C seems to align with the correct usage of so.... as to.

Why is option A correct. Do we not need an "it" after "that" in the option?
