Since its a incompletely underlined sentence, We can go on each of the options, one by one.
A, D are out more small in size is incorrect way of comparing between 2 things.

E is out, "they" is incorrectly referring to stars.

Apart from the meaning difference between B and C, let me know how to negate C.

The answer choice was between "make up about" vs "consist of about".

Answer B.
