Correct Idiomatic usage of Either is

Either X or Y , Here X = applying ; So y must be verb+ing

None except A maintains parallelism and correct Idiomatic structure

Hence (A) is the correct answer...

This is too straight forward question of parallelism and idiom either X or Y.
I think this a 500-600 level question and not above that.

Either verb-ing .... or verb-ing
So, eliminate B, C, and D

Split #2: to provide vs. in providing
To provide win
So, answer is A

I think A, B and C are correct. All these statements have used correct form.

There can never be three correct answers to a question. Probe further within the three to find one that is idiomatically correct as well or keeps the parallelism
