I also chose E. This answer does not provide a run on sentence as mentioned before, the part before the comma does not function as a whole sentence, rather it puts it in a order regarding the timeline of events.

Got to be E.

A. and B. are wrong because they imply that "Take It Easy" is the true winner two days after "Running Steady" was named the winner

which could mean that "Take It Easy" won a second race, two days after "Running Steady" won the first... the timeframe is vague.

C. implies that the comission was named the true winner
D. implies that the comission started when running steady was named winner, and the tense is wrong (Should be "was the true winner" rather than "is the true winner")

E. is the only option that clears all of these issues up.

B) An independent commission has reviewed videotapes of the race and determined Take It Easy to be the true winner two days after Running Steady was named the winner.

C) Two days after being named the winner, an independent commission has reviewed videotapes of the race and determined Take It Easy to be the true winner of the Indiana Derby.

D) When Running Steady was named the winner of the Indiana Derby, an independent commission reviewed videotapes of the race and determined that Take It Easy is the true winner of the Indiana Derby.

E) Two days after Running Steady was named the winner of the Indiana Derby, an independent commission reviewed videotapes of the race and determined that Take It Easy was the true winner.
