Here, modifier "Antithetical to the radical view of the progressive era that held the policies of compassion and mercy would swiftly erode it" is modifying "corruption", which is very clear form the sentence structure. Also note that pronoun "it" refers to "corruption" and hence subject verb pair is intact. The sentence talks about Antithetical(directly opposed or contrasted) to the radical view and therefore intends that it is an opposite view(Antithetical view would swiftly erode it).
No verb, pronoun, modifier or meaning error, hence the sentence is error free.

A would swiftly erode it - Bingo!

B to be a swift erosion of it - to be shows intention however the sentence talks about the possibilities

C would be a swift erosion of corruption - would be a swift erosion of corruption, corruption is a.. this is a redundant expression. Also note that now both the clauses become independent and hence must be joint by comma + FANBOYS

D to swiftly erode corruption - Antithetical to swiftly erode corruption, this is not the intended meaning

E swiftly eroding it - it presents the sentence as a fact and not as a possibility of antithetical view

Antithetical to the radical view of the progressive era that held the policies of compassion and mercy would swiftly erode it, corruption is a complicated predicament that remains to be fixed.

The last section of the sentence “ corruption is a.......” is correct and makes perfect sense. The policies would erode the corruption.
Options C & D add redundancy.
Option E uses eroding incorrectly.
Option B seems wordy compared to A.
