Conclusion--Therefore, any organisation must consider changing its basic structure once it is 20 years old.
Premise--Any organisation must consider changing its basic structure if there is a dramatic change in its size
If we look into the above sentences, we will know that we an assumption which connects these two sentences i.e Basic structure change should be considered only when there is a change in its size,and that happens once it is 20 years old.
These two sentences are enough to get to the right answer.

The argument on one hand says that: Any organization must consider changing its basic structure if there is a dramatic change in its size
It then says: any organization must consider changing its basic structure once it is 20 years old
Obviously there is an assumption between any "dramatic change" and "20 years". Let us review options.
(A) enticing. Hold.
(B) reverses argument. Out.
(C) Repeats Premise. Out.
(D) This is exactly the linkage that we were looking for. This is better than (A) and provides the exact linkage.
(E) If anything this weakens the argument. Cant be assumption.
(D) is the answer.
