3-digit +ve integer = a b c (a, b, c = digits)

1) m has 4 +ve factors => 1, m , prime no. x, prime no. y
m = xy ---> NOT SUFFICIENT

2) a+b = b+c = c+a => all digits of m are equal (111, 222, 333, .... 999) ---> NOT SUFFICIENT

Combine:
If m = 111 => factors: 1, 111, 3, 37 (four factors)
If m = 222, 333, or any other multiple of 111, # of factors would be greater than 111
=> SUFFICIENT [C]
