Here we are comparing the action. Hence As is preferred.

Can someone help me with the explanation as I have marked option A but the correct answer is option C

My answer is (A). It took me 58 seconds. I do believe that (CD) are also correct. To a lesser degree, (E) is acceptable.

(A) "Did" is parallel with "doubled".
(B) "Have" is not parallel with "doubled".

(CD) are essential the same. They cannot both be right, so they must both be wrong.
That said, the sentence is correct: "(Just) like many other newer American cities, Atlanta doubled in size in only its first ten years of existence."

(E) We can reasonably interpret as with as as is / was the case with. OR as is / was the situation with.
It is decent to use "as with", but GMAT does prefer "like" to "as with". So (E) can be eliminated in the presence of "like" in (CD).

Can we also pick "like" because "other newer American cities" can't stand alone on their own?
Also, I get really confused when options like "as did, as have, like did" come together in a question. Can you specify a trick to get hold on the meaning of whether to choose did/have/had?

To answer your query, Option A is not incorrect, as such; in this context both "As did" and "Like" can be used to make the comparison.

Option C is just a bit superior to Option A because C is a hair more direct and less wordy.

First of all, the OA is shown as "C". I have no problem with (C), but I am also convinced that (A) or (D) are correct.

Regarding your question: Please keep in mind that, when used in comparison, "as" is a conjunction but "like" is a preposition.
For conjunction "as": it has be to followed by a clause. So, we might see "as did / have / does / do / should ...".
For preposition "like": it has be to followed by a noun (phrase) or pronoun (phrase). So "like did" is incorrect.

Indeed, there is subtle difference between "like" and "just like". That said, we test takers cannot know the intended meaning of the author.

Therefore, each option should be evaluated independently on its own merit. Most importantly, option (A) is by no means the arbiter of the intended meaning. Because option (D) conveys a meaning that is just as reasonable as that of option (C), we cannot really make a judgment call on which one is better.
