It is a very weak question and there is quite a few voids in the question. This question leaves possibility that few people, who do not inquire might also apply for admission and get the seats.
Therefore I will go for E.

Statement 1 sort of confirms this that 15% of people who submit application, so quite possible that more people than inquired applied for the admission.

Further statement 2 says that 80% of who are accepted send a deposit. But no where it is mentioned is the sending deposit means enrollment.

i took the question in simple terms :

100 people inquire

50 submit application (50% of 100)

1 says that 15% of 50 are accepted .

2 says that of these (15% of 50) only 80% send money to university (it makes sense that the one one who sends money is the one who enroll [no university will allow to enroll without the fees being payed])

So my answer wud be C

is that right Suresh ?

I ended up solving this like give below :
(1) 15% of those who submit are accepted : noi indication of how many enrol INSUFFI
(2)80% of accepted send deposit to university -> no indication of how many accepted INSUFFI

combine both : 80 % of15% of those submitting forms are depositing to university hence IMO C

This is def. E.

Doesnt say anything about enrolling in classes for either statement. Still don't just end there, id double check (as I did) to make sure you aren't making a really simple error!

IMO E) ... no mention of deposit means enrollment in class
