Well, I am confused with this question for below reasons:-
1) There is something wrong with the second restaurant that people will not go there. And, hence the problem will not be resolved.
2) There is something else that keeps the crowd at the first restaurant and not allow the problem to be resolved.
I am confused between A and E. It would be great help is someone can shed some light.
Refurbishing the second restaurant would require not only redecorating and new furniture, but also the creation of a menu suitable to that location's chef, which would be a substantially different menu from that of the original location. Menu is different. There are chances that people will not like the food, and hence, the problem will not be solved
The first restaurant is inside the same shopping mall as a popular movie theater. There are chances that people watch movie and prefer the first restaurant for its convenient location

Yes, your approach is right.. but then, option A can be looked at differently.. it is possible that even though the menu is different in the second restaurant, people could still like it.. In option E however, given that there is a popular movie theater in the same mall as the first restaurant, people would more likely prefer the first restaurant..
