Hey GMATNinja

I have a Doubt with Option A,
My doubt is

(At issue is)(clause1)... (the gaming firm can)(clause 2).., using special ...

here the verbing modifier can refer to Gaming firm which makes sense, but my doubt is when there are 2 clauses in a sentence , can a Verbing- Modifier refer to only one of the two clauses or does it cause ambguity?

please help me with this concept.
