My answer is (B). It took me 01:15.
(A) The waste they had five years ago refers specifically to the waste produced that year. How can those communities continue to recycle waste from five years ago, let alone triple the waste? For proper comparison of the amount of the waste between two yeas, see (B).
(C) An obvious error is the lack of antecedent for "it". "as" should be deleted even if "it" is replaced with "they".
Even than, this option suffers from the similar issue in (A).
(D) "there" is not parallel with "many small communities".
(E) In order to use "than", "more" must be used.
