yeah you're right, it's officially acecpted to substitute "likely" with "liable".
However, "likely" is the more common word in this regard in my opinion.

Because of the continuing crisis in Indonesia, most observers believe that the party currently in control
of the government there are liable to be ousted in the forthcoming general election.

A. are liable to be ousted -party is the subject. Hence SVA error.
B. is likely to be ousted- hold
C. will be ousted, most likely- hold
D. is liable to lose- future tense should be there plus meaning change
E. are likely to lose - SVA error
Nkw between C and B, C has a change in meaning. We aren't focusing on the fact that they will be gone this election but that they mostly will go. Hence B is correct.

Hey, I didn't get why answer D is wrong, I've also googled it and I found that "liable" is used when the subject of the sentence is adversely affected and this is the case.

Could someone explain why I'm wrong?

Hey Mikimix, Liability means 'responsibility' and ousted means 'removed'. Nobody can be 'responsible' to be removed!
Hope that makes sense. :)
