The initial modifier should modify Frances Perkin and not her influence.

Remaining all use Frances Perkins’ (possessive) which modifies Secretary of labor, which is incorrect

Can someone explain the error in choice B? The initial modifier is modifying Perkin's influence and meaning issue?

Yes, that's exactly what happens here.

B. As secretary of labor, Frances Perkins’ considerable influence with Franklin D. Roosevelt was used to prevent
===
B. As secretary of labor, considerable influence of Frances Perkins (...)

"As secretary of labor" is modifying the "influence", not F. Perkins => modifier misplaced.

It appears easy to most of you. But I don't get it.
Would like to learn something regarding possessive nouns?
Can you suggest some links?
