Yes, that's exactly what happens here.

===
B. As secretary of labor, considerable influence of Frances Perkins (...)

"As secretary of labor" is modifying the "influence", not F. Perkins => modifier misplaced.

A. Being that she was secretary of labor, Frances Perkins’ considerable influence with Franklin D. Roosevelt was used preventing- preventing is incorrect verb and also being that is incorrect.

B. As secretary of labor, Frances Perkins’ considerable influence with Franklin D. Roosevelt was used to prevent- misplaced modifier

C. Being secretary of labor, Frances Perkins’ considerable influence with Franklin D. Roosevelt was used preventing - used preventing is incorrect use of verb-hence,and misplaced modifier - incorrect.

D. As secretary of labor, Frances Perkins used her considerable influence with Franklin D. Roosevelt to prevent- Correct

E. Secretary of labor, Frances Perkins’ considerable influence was used with Franklin D. Roosevelt preventing- was used is incorrect verb and there is a misplaced modifier
