Joe: I disagree with your proposal. Smoke detectors are just as important for safety in private houses as they are in apartment.

Bill: Equip smoke detectors in every apartment.
Joe: No! Private houses need smoke detectors also!
Joe's assumption: Apartments are the only places that should have smoke detectors.

Out of context answer.
(C) only apartments should be equipped with smoke detectors
Correct. We are only talking about smoke detectors. Although the word "only" sort of prevented me from taking this answer choice.
(D) the risk of fire is not as great in private houses as it is in apartments
This was a trick answer. But we are not talking about risk of fire.. we are only talking about smoke detectors.
(E) the rate of death by fire is unusually high in the city in question
Wrong. WE re not talking about this.
