Brand X laundry detergent sells for $2.00 a box. Brand Y sells for $4.00 a box. Therefore, you will save money if you use Brand X laundry detergent instead of Brand Y.

(D) More than twice as many people use Brand X as use Brand Y.

(E) Brand X and Brand Y normally sell for $3.00 a box, but Brand X is on sale and Brand Y has been marked up.

B: We know the amount but we dont know how it works (its efficience)

We don't know the quantity in boxes of X and Y

Now we know the amount but we don't know how much servings of each is required for number of clothes

Correct - we know the final output is same for lesser amount using X thus greater savings than Y

Irrelevant

We don't care about what the boxes normally sell for. Just when they are sold for 2 and 4 respectively

This is more like a Quant - Data Sufficiency problem. 
Price of X given, Price of Y given -> Concluded that Better savings on X than Y

The assumption only logically stands when we can use the same quantity of detergent for the same amount of laundry . This is perfectly stated in (C)

I picked C but I wasn't sure if the quality of both are the same as in Option A. That is a little confusing. Do we just assume it?

(A) It takes only one cup of Brand X to do the work of one and one-half cups of Brand Y.
Even if brand X is more sufficient to do the work, but we don't know how many cups does the box of brand X holds.

(B) A box of Brand X contains the same amount of laundry detergent as a box of Brand Y.
Is the same amount of detergent of brand X as sufficient as brand Y?

(C) A box of Brand X will clean just as many loads of laundry as a box of Brand Y.
This tell both are equally sufficient so brand X which is cheap in price is good option.

Answer is C.
