Official Explaination for this? I chose B over C because will is used for certain actions only.

In the current question, one has to use WOULD considering the subjunctive mood. For example, If I were president, I would give $100 to everyone. Since it is a hypothetical situation, Would is a better tense then Will.

Official Explanation :

Concepts tested : Subject Pronoun Agreement + Subjunctive mood (i.e, "If people were X, they would Y")

Choice (A) and (C) are flawed because the sentences are not in correct subjunctive form.

Choice (B) is correct because here the pronoun they agrees with subject people and the sentence adheres subjunctive form i.e, "If people were X, they would Y."

Choice (D) and (E) can be eliminated because the pronoun it does not agree with subject people.
