Concepts tested here are - Pronouns and Idioms/tenses.
Since subject is 'people' - pronoun has to be plural 'they' or 'them' - Options with 'it' (D and E) are out.
Correct use of Idiom/tenses is as under :-
If people were 'X', they would 'Y'.
If he were to do 'X', I would do 'Y'.
Only Option B uses the correct tense.
Hope it helps..
