when making admissions decisions, the AdCom is campus blind, i.e. they don't take into consideration which campus you've chosen in the application.
Once a decision has been made on your application, they look at your campus preference and try to accommodate it. For earlier rounds, this is easier. For later rounds, it becomes more complicated. For example, the Singapore class size is smaller than the Fontainebleu class size. So, if many people chose Singapore as their home campus, some of them probably will be given Fontainebleau, simply because of space constraints. Also, they try to keep a diverse class on both campuses. Therefore, having for example too many students from the same nationality on the same campus is not ideal. So, they will try to redistribute.
In any case, once admitted, it is perfectly possible to change your home campus. You need to send a request explaining the reasons you want/need to change it, and INSEAD will evaluate it.
