I don't think setting no "review-start" date for ED will make it difficult to get in though.
I think people mainly choose regular decision (over ED) because they don't like the obligations (i.e. "I think I will chose H/S/W/B if I can get in") or they don't have time to produce solid apps in that time period.
I don't see how no "review-start" date will have an effect on those issues. But yes, that will save paranoia for some and a pantload of money for some too.
Also, unless you are submitting in early to mid June, you will have to invest your time for other apps anyway because if you send in apps in July/August, you will receive your decision Sept. earliest. Unless you can whip up crazy good apps for multiple schools in a month, you should still work on other schools' apps --- just to account for the bad or to "hedge".
