I was a reapplicant from last year. I think since you were waitlisted you stand a very strong chance. In my opinion there isn't much difference in reapplication except that you should try to bring in as much insight IN ADDITION to you previous application. My coverletter was 800 words, basically covered my life from the time I hit submit to the new application. I also we wrote 3 of the 4 essays, (one was good enough that I didn't think I could tell the same story from another angle). However, my questions were the same both years, this year they changed questions.
Also my interview last year was bad and this year I clicked with the new person much better so that helped. But since you were waitlisted, I'm sure you did fine in the interview.
