if it's roughly a 20% increase, yes, applications can top 3900 this year (same with Haas!) 
looks like admit rate is dropping to about 17% this year.
and yes, ry, the only thing stopping them from breaking into the top 10 is the website, the admissions office, and their lack of response to prospective students.
