For example

He was hit by the bus, which is blue, dying instantly.

Is it possible that dying instantly modify He?

Hi AtomChyp,

Comma+ Verb-ing modifies the whole preceding clause: shows the result of the preceding clause/action of the previous clause.

The example you've mentioned is rather ambigious.

I think it would be more productive to work on real GMAT questions and read explanations for them.

Yes, that's fine. An ING modifier at the end of a sentence will modify the main subject & verb of the sentence. In this case, 'dying instantly' modifies 'he was hit', which makes sense.
