Many people use the wording "considered to be" and the wording "consider x to be y."
However, placing "to be" after "consider" isn't quite logical, and in some released GMAT SC questions, sentence versions are considered incorrect because of the use "to be" with "consider" or "considered." So, if you see "to be" after "consider" or "considered" in a GMAT SC sentence version, it's likely that that version is considered incorrect by the GMAT.

Hi Rumadi,
Consider X to be Y is (a little) wordier than consider X Y. In other words, we can't look at this issue as an absolute.
