Can someone explain why "Because they consume more Spam per capita than any U.S. state, Hawaiians refer" can not be the right answer? or even A- Consuming more Spam per capita than any U.S. state, Hawaiians refer" --- This satisfies the - Verb-ing modifier, subject +verb + object is present.

This problem involves Comparison and Illogical Meaning errors, in that “Hawaiians” don’t consume more Spam than any other state, but rather the people of those states.
