The councilman, states that the past 2 years have seen unemployment go down.
The reason he says this is there are several reports, that show a lot lesser number
of people actively looking for jobs.
This reasoning is most vulnerable because it "fails to consider the possibility
that many unemployed workers who still desire jobs may have stopped looking for jobs"(Option A)
The other options seem irrelevant, because they talk about points which aren't
covered in the argument. For example Option C and D talk about the government's
involved which has caused the reduction in unemployment. Also the argument doesn't talk about
the source of the data or the period when this data was taken (as stated in Option B)
& argument doesn't talk about any any improvement in economic indicators(as stated in Option E)
