The state legislature has proposed a law that requires all new cars sold in the state to be equipped with airbags for both front-seat passengers. The auto industry has lobbied against the proposed law, pointing out that the airbags would prevent only a small percentage of serious injuries because in most accidents, serious injuries can be avoided by the use of seat belts.

The correct answer is D. But I don't get how this is weakening the auto industry's argument. If anything, it strengthens it by concluding that air bags are not that important.

Here the auto industry’s claim is

The author gives this reason because he assumes certain factors!! (Unstated assumption)
What might be unstated assumptions for auto industry...!
1) All those who seat in front seat will wear a seatbelt while driving.
So if we know that seat belts are not mandatory OR people avoid using seat belts.. Even though airbags provides only little safety from serious injuries, it’s still safer if people don’t wear a seatbelt!
Thus, the answer is D

Most serious injuries occur when front-seat passengers are not wearing their seat belts. this is correct ; most serious injuries to front seat passengers is caused because they dont wear seat belts .. you need to focus on the word MOST ( MOST means not more than half (50%) ) ; this implies that there are still accidents happening where front seat passengers are wearing seat belts yet they are being hurt, so an air bag is required to be fitted ; correct choice
