look to is a phrasal verb which has the following meanings:
1. (look to someone) to hope or expect to get help, advice etc from someone
look to someone for something: As young children, we looked to our parents for guidance.
look to someone to do something: They’re looking to me to help improve sales figures.
2. (look to something) to direct your thoughts or attention to something
The party needs to look to the future and forget its past problems.

For repeated actions or habits present simple tense is used.
So A,B and D is out.
E--> If we put E in the sentence and read it.
Current political strategists often look to their counterparts’ campaigns of the past in other parties for inspiration.
We can see that campaigns of the past in other parties doesn't make sense.
So C is the winner.
