In this chart, Bars tell you the sales in USD and Line Chart tells you the conversion rate of Yen to USD relative to the conversion rate in Q1 2008.
Suppose, the conversion rate in Q1 2008 is 100 Yen for 1 USD, then the conversion rate in Q4 2009 would be 117 Yen for 1 USD.
1st statement asks you the which of the quarter has the highest Q1 2008 yen-equivalent sales. So, you will need to calculate the Q1 2008 Yen equivalent for the suspective quarters, which in this case seems to be Q1-2009 & Q4-2009.
Q1 2008 yen-equivalent sales for Q4-2009 would be - 1.17*24 = 28.08
Q1 2008 yen-equivalent sales for Q1-2009 would be - 1.12*25 = 28
So, Q4-2009 has the highest Q1 2008 yen-equivalent sales.
For statement 2, since Q4-2009 has the highest sales so it has to be greater than Q4-2008 Yen Equivalent sales.
